what is going on with the flows?

Are the really jumping 100 or so cfps then dropping back down every couple of days, or is the system messing up?  IT would not be the first time the system messed up, but then if they are working on the damn that could mess it up as well.  If this is really happening, how does dramatic changes like that effect the fishing?  Does it push the fish into 'stable' deeper calmer water?

I have been fishing alot the last 2 weeks and can say the flows are defenitly correct. Just from what i can say from my own experience is that it has slowed the fishing down a little bit. But then on sunday evening right when the sun went off the water itwas like the creek came alive i dont get to fish evenings much but i got three in about  half hour, two 12's and a 14 all wild, there were literally hundreds of fish rising all over the place it was getting  dark so i didnt bother put on a dry but i think it would have been wide open, this was in the run right above the park host spot, the area with alot of exposed boulders in the creek. this is quickly becoming my favorite spot to fish especially if i can cross there and fish the far side of the creek, this spot seems to get alot of pressure but still holds alot of fish. But then again does it really matter how much fishing pressure a spot gets as i always have beleived that 10% of fisherman catch 90% of the fish, just look around at how many people really dont know what they are doing, especially the bait/spinning crowd.

I was out today from 9 to 1230. There were alot of hatches going on throughout the morning. A lot of fish rising from 9 until 11. I tried a few dries in the morning. Had a few rises but no takers. I had better luck fishing deeper. I caught 6 small ones. 8-14 inches.  I haven't been out in a few weeks and the creek is definitely low. I was between 2 and 3 fishing the faster water around the rocks.
