I was curious about what type of fishing is allowed at Putah Creek. I read what it said on the Putah creek website about barbless and catch and release but wasn't sure if you could use any rod or does it have to be a Fly rod. I have a friend who is learning how to fly fish but has other rods with which she is more familiar. I want to know so I'm not breaking any rules if there are any. Thanks to anyone who can give me advice.
Flies with barbless hooks and catch and release. What gear you use to deliver said flies is a personal choice, but it's pretty darned rare to see anybody fly fishing with a spinning reel and bobber. Hiring a guide will greatly accelerate the learning curve.
Type of rod doesn’t matter. Artificial lures with barbless hooks and 0 limit. You do not have to use a fly rod. I thought there was something in the regs about not using treble or double hooks to but didn’t see anything about it today.
The regs do NOT require single barbless hooks, HOWEVER, if you are going to use spinners, ethics dictate that you should cut two of the three hooks on a treble off, then pinch down the barb. A fish that hits a spinner (or a swim bait or a Rapala etc.) is really gonna attack it and getting the three barbs out ( much less multiple trebles ) without damaging ( read killing ) the fish is very difficult. You also need to have the trout out of the water for an excessive amount of time. My first trip to Putah involved a spinning rod and a Rooster Tail, and I got good and railed by an elder for committing the aforementioned sins, and I deserved it too.

The Cobb Accessport will come pre-introduced with a Mazdaspeed Cobb Accessport couple of Mazdaspeed Cobb Accessport guides that are known as OTS (Off-The-Rack) Guides. They are essential guides that ought to cover a wide assortment of parts. However they are more valuable than keeping a stock ECU tune, they are not even close as helpful as doing a custom tune. Custom tunes should be possible by anybody with Accesstuner Master who will dedicate time to learning the intricate details of motor control the executives. A great many people who would rather not go through hours tweaking little factors to meet protected and strong circumstances decide to finish a tune by an expert.
