Someone tell me why the PC flows fluctuate so much.

OK. I can understand that PC is basically considered an irrigation ditch to some people downsteam and they get some kind of priority much of the time, but I don't really get why the flows there keep going between 70cfs and 120cfs in the winter.  Wouldn't it be a lot easier and inexpensive to leave the flows at 120cfs and call it a day?  Who needs the flows to fluctuate this much?

If you look at the triangles below the flows, that's the average it usually is. It's higher then normal which I think makes for better fishing.

Sometimes the water agency needs to work on equipment and gates and needs to make sure things are working properly. They will drop the flows to work on equipment. The good thing as RFG has said is the flows have been on average high this year. It has actually opened up additional spawning habitat during the winter.

Flow fluctuations are controlled by water needs of SID customers. High flows for crop irrigation and swimming pools. Low flows when the customers are mainly cities. SID/SCWA do not waste a drop of water and we were lucky this dry winter that they helped protect the spawners at #3 by keeping flows up higher than normal. They were excersizing good stewardship of our favorite resource. It looks like we had a banner spawn, thanks in part, to them.
