I have been doing some casting lessons for the Canyon Creek Resort the past couple of weekends. I have had the opportunity to discuss the regulations and everything that is happening on Putah Creek. Most of their guests have been very nice and understanding with the catch and release regs.
I had a conversation with two older gentlemen about using power bait, rubber worms, rubber eggs, and such. It was my understanding that you cannot use anything that has scent. They told me that DFG told them that since it is artificial it is legal for the to use.
Can anyone help me find the correct information here? I would like to put something together to send to the resort that they can post on their grounds with what they can and cannot use over there.
There is no way DFG told them that--most law enforcement know their regs. Its pretty straightforward, only single barbless artificial. Artificial is specifically defined in the regs as follows:
1.11. Artificial Lure.
An artificial lure is a man-made lure or fly designed to attract fish. This definition does not include scented or flavored artificial baits

Pretty clear to me. I will email the resort, I was pretty sure that DFG did not tell them that but was not in the mood for that conversation with them.
I can't tell you exactly where I heard this from, but most C&R/Artificial only waterways I've fished meant pre-made lures (flies, spinners, spoons, etc) that don't require putting anything on a traditional (bait) hook are considered artificial. So this would in fact exclude plastic worms, Powerbait (type) rubber eggs, etc, as you're hooking these on a hook like traditional bait. That's just my 2¢.
