Saw someone who MAY have been bait fishing today

Long time lurker here, thought this was worth a mention. I fished nearish the bridge for several hours today (caught one that shook the hook just as my net went in the water, still a great day though!). As I was leaving I saw a guy on the Canyon Creek Resort side fishing with spinning gear and a bobber. I didn't see any bait cans but there was a possibility he was breaking the rules.  He was with 3-4 very young kids so I didn't feel the need to holler across the creek at him.  I don't like to embarass a guy in front of his kids, especially if I'm not 100% about what he's up to. I left and went accross the bridge to the campground to speak with the store manager and reminded him about creek regulations. Store manager said he knew that they're not supposed to use bait but I told him there might be someone out there right now breaking the rules and that they should remind all campers of the regs.  The guy at the store spoke to another camp employee about it just as I was leaving.

I have been fishing Putah for about 5 years now and I'm certain that most of the bait fishers and rule dodgers are coming from that campground. Do rangers do checks for lisences on that side? Anyone else have info on this?

I understand some here may think that I should have called the guy who was fishing out but big picture-wise I want the campground personnel to do that. I feel that if they can have such a huge swath of land off limits to non-members then they can patrol it and do their part. (not that I'm bitter or anything wink )

What's the penalty for breaking the rules?  Say either using barbed hooks or bait.  If it's severe it might be useful in helping us convince a violator to stop.  Also, other than actually seeing the bait, I don't see what else you should do here because it's not our job to harass everyone who has a spinning rod in hand.

Rumor has it citations start at $200 per violation (e.g. , bait + barb= $400). Each fish kept, at $200 more. Also subject to gear confiscation, if egregious. Its up to the court to decide amount of fines; nonpayment may cause wage garnishment or other actions.

Canyon Creek Resort does try to get visitors to follow the regs, but out of sight of the office, chances are slim. You did the right thing to notify the office. You can also use this forums "report suspicios activities form-takes a couple of minutes.
