Last I saw, it was running over 800 CFS. This is pretty high for the NF Yuba, but you'll find places to fish for sure. Think about trying out the Downie and Lavezzola as well, they'll be in great shape.
Oneweight is right, higher than optimum but you won't have any problem getting into fish. All natives too, no planters this year. Downie and Lavezolla looked high but clear though I didn't fish them, actually anything up there looked like a good bet despite the flows. Water was clear, you should go.
I ended up fishing the river above Sierra City and Haypress creek. The flows were pretty high but very fishable. Flows just made the wading a little tough. Too many fish to count mostly on dry flies.
