The Creek is running at 550cfs, I have never fished the creek before, but heard it doesn't fish that well untill around 300cfs. Is this true? Will I be able to use dry flies? Any info would help.

The fishing is more difficult with the higher flows, but the fish are still there.  You have to use long leaders and tons of weight, but the fish can still be caught.  There are times when you can use dries on the creek, but you'll have more success fishing subsurface.

What times or when can you use dries? I will be on the creek September 8th.

You can use dries anytime. But I pretty much use dries in the last hour of the day till dark and only if I see fish rising. No risers no dries.
I can remember fishing a hole with a big eddie on the opposite side mid morning. Bwo's were strong and this one fish kept rising in the eddie. I couldnt get a good enough drift with my nymphs in there. After seeing the fish rise and rise again I finally tied on a dry and whacked that trout.

During the summer and Fall in certain areas of the creek all times during the day even when no fish are rising, you can use a dry (usually I use a caddis pattern) then run a small nymph or emerger about 15 or so inches behind it.This system works well mostly for smaller fish though,but its a fun change of pace.

I've got a few fish to hit a caddis "skittered" when nothing is really rising.
