Fishing On Sunday Oct. 21st...any help would be appreciated

I am in town for the weekend and planning on fishing the tailwater section close to Monticello.  Looks like the flows are low, 46 cfs.  How close can one get to the damn if I was to park at the Canyon Creek Resorts parking lot near Cold Creek?  Any ideas of choice of flies to fish?  Any help from the members would be appreciated!  Would be happy to return any suggestions if any of the members of this forum are planning a trip to fish here in Washington.

I am planning on fishing a 9' 5 wt. with short leader down to 5 or 6x, depending on fish and water condition.  Is it possible to use sink tips below the damn with big flies for some larger fish?  Looks like there are some hogs in that tailwater section just below the damn.

Smaller flies (#18 to as small as you dare) are generally the rule on Putah.  Midge and bwo imitations are probably the most popular now, as with most tailwater fisheries.  There are also quite a few caddis in the faster sections.  The water is really low right now, so I don't know if sink tips would be very useful.  I guess if you found a deep hole, you could give it a try.
