I snagged 2 lines yesterday. First, was about 50 feet of nylon/mono/fluoro. I'm not sure what it was attached to as I had to break it off. But, 50 feet worth? What the heck is someone doing? Anyway, next was at least 100 feet of braided line I think, almost like a dacron backing. This was attached to six (!) giant split shots, and a triple barbed hook baited with a still-living earthworm. I'm pretty sure live bait is illegal here, right? And, how is someone letting this much line out? And, how the heck is six split shots necessary? I snag bottom regularly with 1 tiny split shot! What the heck people?
I've run across similar set-up in the past. I assumed they were stretched across stream to snag/catch fish moving through the system. In the open water below the deer xing sign
That's pretty recent too. Where exactly did you find this? I've seen similar over at access 1 and 2. If you found this in a place where only fly fishermen are likely to be at , then it's time to be alert. If you see people who look out of place at somewhere like say, deer sign, take a picture if you can, and see what they are up to. Trot lines are for the Mississippi river.
I've seen that guy. It's not him. I have seen similar types of handline rigs in Mexico and the Caribbean. If I had to venture a guess, it's most likely a local person and it's just possible, given that the worm was still alive, that the perpetrators were still in the area, either hiding or somewhere further down the front side of the island. If you go far enough down there is an old picnic table and more or less clear area where people party. I have run across people there, but they were not friendly and I beat a hasty retreat.

I've caught a trout last year with some sort of hook/rig attached to its tongue and dangling. I presume folks stretch fishing lines with hooks and bait across the water then go back to retrieve them later.
Incidentally, someone built a relatively large fire ring with river rocks near the water at access 5 below the long riffle. Unfortunately it was built right under tree branches.
And yes, there is a man living in a car (black with a bundle in its roof covered with a blue tarp). He was parked at access 4 last week. I parked near him and worried for the rest of the morning about my car. When I got back, early afternoon, he was gone. My car was OK.
