There absolutely is a population of Steelhead in Walnut Creek, in fact there's a picture on the wall in Creative Sports in Pleasant Hill if a kid with a 30 inch steelhead he pulled out of there a few years back.
I thought it was a post spawn salmon at first but up close it was heavily spotted more like a steelie than a salmon....but it was so beat up it could have been either.
That fish looks like it's been getting it's a** kicked. I may be reading too much into it, but if that river is channelized this may be an illustration of the impact on migrating fish when there is nowhere to hide during the flood flows. When there is no cover not only is there is no place to rest but the fish get beat up by all the debris that is getting washed downstream.
