The DFG was out checking licenses yesterday, first time I've been asked that at Putah which is good news! Make sure you have your barbs pinched. I also found a large bait hook with beads stacked above it at access 1. I also encountered many people asking if there were fish in the river, I told them yes but catch and release only. Seems like the word is getting out that there are fish in the river again.
Now is the time of year more illegal stuff starts happening. Flows are dropping and big fish are easy targets. Not that that stuff doesnt happen normally in the summer, but it's easy pickins from here on out. Snaggers and flossers at night and eventually low flow puddle pitchers that you never heard from in the summer.....
I was also offered "guide service" from a local who would be able to get me on some brown trout on the backside of access 5, but spin fishing only. It looked more like he more "interested" in my gear then what I was fishing for lol. Sketchy people out there.
I know exactly the guy you are talking about. I ran into him a couple of weeks ago when I had some sports on the water. He wanted to partner with me for guiding. I looked him up and he does not or has ever had a guide license. DFG has been notified.

I couldnt have said that better myself Cole! My thoughts exactly. I'm going to have to steel the "puddle pitcher" line from you. Thats a shorter version of my "Winter time spawn chaser" or "I only can catch big fish in the winter time guy". but I won't start this up yet. I'll start my bitchin' once December rolls around when I give the creek a break and all the spawn chasers are in full swing. Until then, tight lines everybody!
Arnell, thanks for the post. Your approach is all we can do, unless you can run down to access 5 for cell phone service and call Sean MCDowell, Ranger at Lake Solano Park. He will call Tim Bolla, our local warden. You have to be willing to wait to see if Tim is available quickly and be willing to wait for him. Cumbersome process, but the isolation from the cell service makes it difficult. I am working on a deal with Canyon Creek Resort whereby they call Tim Bolla direct and you can state the situation.

I've been fishing the waterway for the first time this year, so I'm still learning Putah. I wouldn't say Putah is my home waterway, but it's definitely close, so it gets that extra attention as a local. To get to the point, I don't like people spoiling it for everyone with these illegal behaviors. Every time I've been out, I've run into a fishermen asking the same questions about whether there are fish in here and what they're biting on. All of them were packing their spinning gear and live bait. What amazes me is that even after telling them it's a C&R, barbless, artificial lure only waterway, they'll still sit there fishing even when I come by again (not to mention the signs posted everywhere). It is only when I assure them the game warden will be by checking do they actually pack up and leave. Once again, only proving they don't have the legal gear to begin with.
Unfortunately, posting this information on the forums only preaches to the choir, but it does remind us that we have to do our share to educate the ignorant and report illegal behavior if it can't be stopped on our own. I commend all of you for your efforts to conserve this resource. This forum is not just about fly fishing, but also about conservation and education.
Thanks for the number. I'll keep it handy. You are correct, telecommunication limitations is always a hurdle. At least you have an option, where most waterways don't. We have the same issues on other waterways like the East Carson and the Kern (above the Johnsondale Bridge), which has the same restrictions and the same signal problem. I can't say I've had to do this often (only twice before), but I've also simply put up my iPhone and took a picture of the person(s) in question. After giving them a friendly "heads-up" and they continue, I just take a quick pick and go on my way. Both situations got the response needed. This is also a good tactic for blatant litter-bugs.
Despite this, I'm sure I've met some of you guys here on the forums, as I've always got a friendly hello and quick conversation with fly fishermen when I visit. My point is, there is always seem to be someone out there keeping an eye for all our best interest. My point, not everything is bad out there.
