Exxective January 10th, 2010, you will no longer be required to purchase the Bay/ Delta Enhancement Stamp!!!!  The DF&G is discontinuing the entire program which was funded by revenue which the stamp generated.  So, a few more bucks in the pocket for 2010.  All of you can afford to buy me an additional couple of suds on the river now.

and no license display come March. Downside to scofflaws: they are going to be checked more often and thoroughly now.

Personally I hope there are more DFG wardens around checking everything out because I sure as hell have never seen one. And as someone who cares about fisheries, that worries me...

What is going to happen to the $6,000,000 fund balance remaining on account--Who is going to be responsible/accountable for that fund?!

The remaining $6M will be managed and spent under the same spending regulations, and then everything evaporates.  According to the article, since the inception of the program in 2003, and despite the additional revenue collected ( and dedicated to helping the Delta fishery), the Delta has basically collapsed as a fishing entity.
