Somebody by the name of Seth pm'd me about a fish in one of my pics that says it was 28" long,Seth questions the true size of the fish(whatever) and now I'm wasting my time responding.Yes Seth the fish is indeed 28" the pic doesnt do it justice because it is not held straight with outstretched arms and the body is semi curved so I do agree with you that is doesnt look like the 28" that it is.We only took one quick pic so we could quickly release the fish hopefully unharmed.Howard Clowes who is a member of this forum and also a member of our Putah Creek Trout group will testify to the size of the fish as well.
