I fished for 3 hours this morning and landed 7 fish, 5 of them were planters.
The issue that has been bothering me the past 3 trips to Putah is the large number of people who are clearly violating the fishing regs, even after the Puath Creek Trout organization installed all the new fishing regulations signs.
On each of my last three trips I made mention of the regulations requiring catch and release and barbless hooks to several fisherman but they either ignore me or pretend they didn't know the regs and just keep on fishing.
This morning I walked up on a couple guys (see photos below) one of them was fishing with bait and the other was fishing with a lure and a large barbed treble hook. As I came upon them one guy was try to rip out the large treble hook from the fishes mouth and ready to put it on his stringer of fish.
When I mentioned the catch and release and barbless regulations they pretended they didn't know. But to get from their car to where they were fishing they had to have walked right past one of the new fishing regulations signs.
About 10 minutes later I walked back to see if they were still fishing in that spot and as you can see, this was their idea of catch and release.
I'd like to hear from you all to find out what you're doing when you see people clearly violating the fishing regulations.
These weren't the only 2 people violating the fishing regs. There were at least 15 people on the Resort side fishing with bait or that had stringers of fish.
What can we do as individuals and as a group to stop this?
I know that the season begins tomorrow for all fishing, but soon it will be winter time and the regs will change again.

Forward this on to Fish and Game. Ask them what they are going to do about the obvious violation of regulations. They should be enforcing the regulations. The best we can do as individuals is probably what you did, politely inform them of the rules and then leave. However, so many people out there get defensive right away, and confrontational when you try to tell them about the rules.
ive always had really good luck with 188dfgcaltip, as far as keeping off poachers from my duck hunting property, with responses as early as 10 minutes. However, I also know a ton of people who use it on the yuba and the feath and fish and game seems to respond quickly. Problem is, is that is in the Yuba Sutter Area where there are fish and game every 2 miles it seems. Putah might be a little tougher with less fish and game around, but i would deffinately utilize this great resource. took this from their site:

Be prepared to give the fullest possible account of the incident including the name, address, age and description of the suspect, vehicle description, direction of travel, license number, type of violation and when and where it occurred. You do nothave to give your name.
Information from the call is relayed to the Fish and Game region where the offense occurred and an investigation is undertaken locally. If the information supplied by the caller results in an arrest the caller becomes eligible for a reward. (Rewards upto $1,000 have been paid.)

Keith, its very frustrating. Last Saturday 3 young men got out of their truck and headed toward the dam. When told of the regulations, one said not to worry, they were using powerbait (one had a nice red treble dangling from his rod). A picture was taken of the truck's license-it was a North Carolina plate. Putah Creek Trout encourages everyone to use CalTip to report violations, even if not in real time, i.e., do it when you are in range of cell phone service or even when you get home. You can also put the information on the paper fishing survey forms located along the creek in the comment section; these are collected regularly. The more violations reported, the better chance that more attention will be paid by enforcement personnel now and, certainly, we need it for the future if change to Wild Trout Water status or reduced bag limits are to be achieved. DFG and others work from data-the more we provide, the better.
I wish the people running the campground would help communicate the regulations and keep their members honest - but it seems they don't give a sh#t what their members do.
Dear Keith and All: Regarding the illegal and inappropriate fishing of Putah....I agree with the comment concerning some people going nuts if confronted, even most politely, about some infraction or poor sportsmanship. So unless an off-duty law enforcement officer, or possessing a CCW permit and heat, I wouldn't recommend saying much, particularly to juveniles...they're the most dangerous.
Reporting to DFG is the best on that.
However, as for the campground, that is another story. I wonder if anyone out there knows whether its failure to supervise and control its guests could lead to civil liability either directly by the State of CA, DFG, or one or more individuals who are acting as "private attorney general" in bringing an action against the owners????
Perhaps a letter sent to the owners, signed by a bunch of us setting forth our concern about the abuse of the creek by its guests, and it also being an attraction of the campground bringing guests, as well as subtle mention of seeking enforcement against the owners might help somewhat in getting "cooperation".
lol...spoken like a true lawyer esq. However i think like any other duty to act, the campground would only have such a duty to the extent that they have a reason to know or in fact do know of the violation. Albeit im sure they have reason to know, it would surely be hard to prove. Now sending pictures of people fishing illegally on their side of the creek might be an interesting development. Getting some city official to bring suit, is another stroy, doubtfull at best. P.s. this is in no way legal advice (or even proper legal analysis for that matter

Nice work Kieth!I would like to ask the resort owners if we can post a few regulation signs on thier side of the creek.The resort to my knowlege have never enforced the regulations and seem to act like they are somehow exempt.

The day I took the photos I saw a Resort employee driving around in a golf cart watching all the people fishing. So, they clearly understand that their guests are fishing illegally but they don't seem to care, or they themselves don't know the regulations.

As far as the resort go's I can honestly say that when I was fishing putah every single week last winter I saw and heard several occasions when the guy on the golf cart came around and informed people who were bait fishing that the regs. state articial's with barbless hooks and catch and release only. The bait fishers fishing when putah is closed to bait seems to be at the first part of the closure then again right before it opens, Probably mostly due to nice weather. I didn't see hardly any of them in mid. winter. So basically it should seem very obviouse to the dfg that these are the times that wardens should be patroling the creek.
Nice dead fish pic. I would go with the pics including lic plate no and auto pic if possible and see the ranger at the lake solano office. They have been supportive. I have no idea about what happens after a report to caltip. Probably zip.
