Last night, my brother went to fish his favorite hole at Putah and found 2 good ol' boys bait fishing. He told them that the creek was to be fished with artificials only at this time of year. They basically blew him off until he told them that he saw a game warden headed their way. They packed up and ran away as fast as they could. Then my brother found a stringer with a 21 inch trout that had already died. He is not a member of this forum so he can't post anything under the suspicious activity section so I'm telling all of you the story.
Saw a suspicious pair (spinning rods leaning up against the truck with a big pencil weight hanging from one) parked at #5, so I stopped and politely told them it was barbless artificial now. One said he knew it and was going to use an "egg pattern". I told him that was good because DFG was patrolling the area heavily and left. Had they been on the creek using bait, I would have reported it.
This time of year you will see lots of people trying to fish with bait. Many of them don't know the regs. There are others, however, that just don't care. I try to be friendly to them and calmly let them know that they are breaking the law.

I took my dad out Sunday morning to the creek. My dad is not a fly fisherman, so it was an odd pair, but we pinched the barb on is lure and released all fish caught, which was only a couple. Saw an osprey and some bait dunkers; one awesome fisher and some not-so-legal ones. Part of the point is that spin-fishing is still legal, and some people will get offended if you tell them what they are doing is illegal if it is only throwing hardware, so be careful. JT is right, be polite and don't get into a massive confrontation over it. You are not there to enforce the law and being a vigilante has risks. Enjoy the creek.
I have nothing against spin fisherman. I think its where most of us started anyway. When someone knowingly violates the law is where I have a problem. And, of course, they killed a big putah rainbow in the process. Most of us practice catch and release and don't have a need to show off our skill by bringing home a "mess of fish". A great photo is so much better.
I use to fish with spin tackle along time ago...I still have a box full of it..I carry a few spinners in my vest and when I see a guy fishing with bait I pull out one of the spnning lures and give it to him .I also inform him of the regs...It is a great way to approch someone and let them know the rule of the creek ...most guys will switch out there bait set up and give the shiny tackle a try...A little bit of honey goes along way.... mx19
Mx19 you are a geniuse . Thats the best way to approach a bait dunker I have ever heard. I have boxes just stuffed with spinning and casting gear of every possible type. I'll even toss in a snap swivel for em, Those spinners wreak havoc with line twist. Hey Frog, Didnt i see you float tubing and bait fishing a few months ago up by the campground ?
