Coastal Stream Regs for Steelhead

I am planning to head up to the Russian tomorrow to try my hand at Steelheading.  According to the 2007 regs., the Russian is subject to low flow closure; minimum flows must be at 500cfs near Guerneville.  The regs. instruct anglers to call a number to get information as to whether or not a stream closure is in effect; this information is supposed to be updated no later than 1:00 p.m. each Wednesday.

I call the number and listen to the recording.  The recordings states there are no stream closures on the coastal rivers between April and September 28. Okay, well DFG isn't updating the info as required by law.  I checked the current flows and they are around 230cfs.

What to do...rely on the recording/go fishing or defer to the flow data/stay home?

I called the DFG office this morning. The secretary was going to have a biologist give me a call, but I never received a return call. In any case, I called King's Sporting Goods in Guerneville and they said the low flow closure didn't apply to the Russian. Going on that information, I fished this morning at Steelhead Beach, just outside Forestville. No action, but it was good to get out and do some casting with a sink tip, something I haven't done much of. After being confined to roll casts and water hauls on Putah, it was nice to actually get some line in the air.

While fishing, a Sonoma County Sherrif's Deputy came down and checked my license. He confirmed that the low flow closure didn't apply. We got to talking and apparently he chases Steelhead as well. He said he had a friend who works at the Sonoma County Water Agency. His friend told him the Agency's underwater cameras, placed at different locations in the river, have only picked up about 50 or so Salmon this fall. As such, it seems a little early to be out on the water. Nonetheless, it was nice to see law enforcement out and about keeping an eye out for poachers and the other misfits...wish there was more enforcement around Putah.

Not very often I find a good fishing report from the russian river these days. At putah i have been checked for a license 4 times in the last year, One guy even searched my backpack the trunk of my car, and the cooler in my car, Which I didnt mind, These encounters always end up as a freindly conversation. I hope like hell they nab some bait chuckers this winter, cuz they will be out there, I usually see em right up at the base of the damn.
