The whiteboard is just something in your profile that other users (or yourself) can write quick messages on.

The stars are for rating threads. Once enough people have rated a thread (5 by default, adjustable), the rating shows up in a column when you're viewing topics. This is useful for picking out really good threads and really bad ones, but it's not necessarily right for all forums.
