A clarification of the current PC and Lake Solano regulation is coming March 1, 2016

On March 1 DFW will release a change to the fishing regulations for the IDR. It changes the language to clearly include Lake Solano as  C/R, barbless artificial only, as part of the IDR. The current reg is vague as to what physically constitutes Lake Solano. This caused an enforcement issue and under current interpretation allowed take of 5 fish by bait and barbed hooks. The new regulation completes the intent of the original change to make the entire IDR C/R only.

This is great news. Now if only there was a fishing closure during the spawn. How should we start to get that done? How can I help?

You would have to petition DFW and not hold your breath waiting for an answer. There are other interests, such as tackle shops and that resort at the base of the dam who might not be too anxious to close the creek.

That store at the base of the damn is owned by the resort. No one goes in there during the winter anyways unless you're camping there. They should close sections of the river if not the whole thing.

The spawning season closure question has been around a long time and there has been discussion in the past with DFW about the possibility of a formal proposal. IF the fishery had not responded so well to the C/R reg change, along with the increase in spawning that was likely aided by improving bed conditions in the best areas; I.e., if the fishery had continued to decline post 2010, DFW might have considered a closure proposal.

There are  other reasons: opposition from FF and some guides that want to fish in winter, no current evidence of damage to the fishery. The latter would have to change and be shown by scientific study.

 It would be interesting to look at egg and alevin survival rates as a piece of the puzzle.  Had I won the lottery Saturday that could have been a possibility, there is always Wednesday.

It would take a substantial sum for that study. Another potentially easier one would be YOY survival, but still expensive! Maybe in next few years.

The best practical action, I think, is to expand the spawn and expand the safe harbor habitat for the young coming out of the spawn. This has helped other fisheries.

You guys are idiots
Any closure during winter will put a stop to fishing all together for the creek for most people.
Irrigation needs in spring and summer prevent good fishing here during that time. I suspect most of you know this but are pushing this nonsense closure anyway.
I doubt most of you are fly fishers.
Iv'e fished this creek for years and took a break after the closure in 04'
I think I'll start fishing again this winter and invite any of you argue my actions.

You obviously haven't figured out how to catch fish in Putah outside of winter low flows.

I use dynamite whenever possible.

Fishing isn't good after winter? Good, keep thinking that. More for me. We aren't even fly fisherman because its not easy fishing after winter? That's basically what you are stating 😂😂😂😂. This must be a joke right?
