newbie question, i don't want to be fishing in closed areas....

Please help me clarify current access for putah. i understand that certain areas are closed due to the fire

https://www.wildlife.ca.gov/Lands/Places-to-Visit/Putah-Creek-WA

does this affect the areas from Lake Solano up to the bridge?

Dude, this has been covered in past posts. Take a look. I don't imagine those past 77 all have the info...

This is from a prior post just after the fire...

"Here's the closure affecting the IDR
Southeast (Solano) side beginning at the bridge parking lot on down is closed. It is a citable offense to access this area and it will be posted with signs.
Yolo side between Access 1 to Access 4 is open. Access 5 sounds like it is under review: I would look for closure signs in parking lot at 5. For other Yolo-side sites, I would look for closure signs.
Use common sense in choosing your locations, be safe and treat the area gently."

I've heard that you can access on the far side but still cannot park at the lots by the bridge?

Both bridge parking lots are closed, primarily to keep hikers out of Stebbins, but applies to all vehicles. Wildlife area on south side closed. Fishing on south side allowed, but do not leave existing trails next to creek, i.e., stay off the hillsides.

does the fishing slow down when they raise the water on the creek it looks like they have raised the water level the last two days if it does slow down fishing how long does it take to fish well again

It is always better to fish at stable flows, sometimes when it goes from low to high it can be very good. The change was only about 20 CFS the last I looked, so not too bad. Fish bigger flies when the flows are going up. Soft hackles and red SJ worms come to mind.

It's still awfully low, not fun really. Banks are muddy and with the fire it just doesn't look healthy. I know it's not as bad as it looks but Putah when it's high is just a better fishery it seems.

Fished it yesterday evening. Two fish total. One around 16 and the other lost in about 15 seconds but it had some power in the run, jump then gone. At dusk tried a chubby chernobyl to a dropper setup in some shallow riffles and landed a 5" trout on the chubby.

Flies working: Olive serendipity & Black zebra

Was looking at my steelhead card for a trip to trinity tomorrow noticed that they had Putah Creek listed so that sounds like you need to fill out card when ever you fish Putah. I thought you only needed a steelhead card on rivers that had access to the ocean is this because they consider any trout over 16" a steelhead even if they don't go to the ocean

You don't need a steelhead card on Putah above diversion dam (the Interdam Reach).  To fish lower Putah, technically yes, you need one.
