Wild Trout designation for Putah Creek and Lake Solano

Yesterday the Fish and Game Commission accepted DFW's recommendations that Putah Creek and Lake Solano be designated Wild Trout waters. This took 7 years to accomplish after Bono and several others first met to discuss ways to protect the wild fishery. This is a major milestone reached by Heritage and Wild Trout and PCT by working together. Our volunteer support was a great help to the studies that Roger and Stephanie carried out to demonstrate a self sustaining fishery. Those of you who are volunteers should be proud of your role in this success.

Much is yet to be done and we welcome your help in the coming years.

This is awesome!!! Great steps forward gor the people who care about this place. Does this mean Solano Lake is now C&R? Will DFW now patrol the area more often?

Fantastic news Steve!  Thanks to PCT, DFW, Bono and all of the volunteers over the year to help improve and protect PC to make it better. I've really enjoyed my home water and hope that future generations will confine to reap the rewards from the efforts of those who came before.

What Do the Terms “Wild Trout Water” and “Heritage Trout Water” Mean?

In the early 1970’s, the California Fish and Game Commission (CFGC) adopted a Wild Trout Policy that provides for the designation of "aesthetically pleasing and environmentally productive" streams and lakes to be managed exclusively for wild trout, where the trout populations are managed with appropriate regulations to be "largely unaffected by the angling process."

Additional responsibilities were given to the California Department of Fish and Wildlife’s Heritage and Wild Trout Program with the passage of SB 192 (the Trout and Steelhead Conservation and Management Planning Act of 1979), which has been superceded by SB 384 (2007). SB 384 (Fish and Game Code Section 1726 et seq.) requires the Heritage and Wild Trout Program to conduct a statewide inventory of trout streams and lakes, conduct ongoing evaluations of designated and candidate wild trout fisheries, and annually recommend to the CFGC 25 miles of streams and one lake for designation as a Wild Trout Water.

All designated Wild Trout Waters must meet the following CFGC Wild Trout Policy criteria:

  • Open to public angling
  • Able to support, with appropriate angling regulations, wild trout populations of sufficient magnitude to provide satisfactory trout catches in terms of number or size of fish.
  • Domestic strains of catchable-size trout shall not be planted but suitable hatchery-produced wild or semi-wild strains may be planted in designated waters, but only if necessary to supplement natural reproduction.

The CFGC recognized the importance of high quality habitat for the maintenance of wild trout populations and the Policy states: "All necessary actions, consistent with State law, shall be taken to prevent adverse impact by land or water development projects affecting designated Wild Trout Waters."

Designated Heritage Trout Waters must meet the criteria to qualify as a Wild Trout Water, along with the following additional criteria:

  • Only waters supporting populations that best exemplify indigenous strains of native trout within their historic drainages may qualify for designation
  • Heritage Trout Waters shall be able to provide anglers with the opportunity to catch native trout consistent with the conservation of the native trout present

So what does it mean for Putah/solano. They already stopped stocking it. Doesn't say anything about making it completely C&R. It does say that they could stock it by using the original strain of fish if population drops, sorta like a hatchery. Does this make it easier to pass regulations to protect the fish?

Wild Trout Designation will result in a specifically tailored management plan administered by DFW that will contain programs, projects, etc. designed to protect and expand the fishery, restore habitat, and many others directed at maintaining the experience of a trophy Trout water. We can expect it will be a while before HTWP formulates the full plan. I am sure that PCT will have a continuing role in providing comments and volunteer support in the coming years.

Currently, Lake Solano is not limited to catch and release, artificial's only under the special regulation. Lake Solano is following the general regulations for the Valley district: open year-round, five fish limit, all methods. Whether or not LS will eventually become C/R has, to my knowledge, not been decided by DFW. Data collection, like the telemetry study that is ongoing, will guide the discussion. But for now we've reached the first major milestone we, as stewards, were seeking. There will be a lot more coming the next few years. Right now, we have a very healthy fishery and we need to help DFW keep it that way.

Again, I am grateful to all those who helped me drive this whole process from the private sector. DFW, in their recommendation statement specifically mentioned Putah Creek Trout as a major supporter of their efforts to collect the data necessary to support designation.

It seems kind of odd that DFW would only "....specifically tailored management plan administered by DFW that will contain programs, projects, etc. designed to protect and expand the fishery, restore habitat...." once a section of water has been included into the WTD program.

Are there funding opportunities associated with the program that allow expanded management efforts or are the efforts mandated once WTD status has been attained?

From what I have read in individual plans after goggling "Wild Trout management plans" is that every management plan is tailored to each water. SOP on their part.

With the number of non-government organizations and government agencies around with a focus on restoration, potential funding opportunities are there to pursue.
